61 police officers graduated from North Eastern Police Academy
A total of 61 police officers graduated from the North Eastern Police Academy (NEPA). The Dikshant Parade (Passing out Parade) of 48th Batch Basic Course trainees, was held at the Parade Ground of the Academy Campus at Umsaw Village, Ri-Bhoi District, Meghalaya on Friday.
The 48th Basic Course, which commenced their training on 14th of September 2020, comprise 16 Deputy Superintendents of Police from Arunachal Pradesh, 10 Deputy Superintendents of Police from Tripura, 5 Sub Inspectors from Manipur, 10 Sub Inspectors from Sikkim and 20 Sub Inspectors from Meghalaya Home Guards & Civil Defence. Of the 61 officers, who passed out, 12 were lady trainee officers.
These trainees underwent a very well researched and planned basic training. As per basic training module these trainees were trained in indoor subjects viz Police Science, Legal Studies and Social Science and in the outdoor, training was imparted on Drill, Weapons Training, Physical Efficiency, Police Operations and Tactics. Besides, the trainees underwent training on Horse Riding, Swimming, First Aid and Motor Vehicle Driving. A short module on Jungle Camp was also organised where they carried out Cordon and Search Operations, Ambush and Counter Ambush, Raid, seizure etc. Besides, the trainees were given opportunities to have interaction with prominent guest faculty in policing and related matters.
Besides successful completion of Basic training, the trainees of 48th Basic Course also have successfully obtained Post Graduate Diploma in “Police Administration and Investigation” from Sardar Patel University of Police, Security and Criminal Justice, Jodhpur.
In a bid to build a well-rounded personality and promote camaraderie, team spirit and sportsmanship, the trainees were encouraged to participate in extracurricular activities through various clubs like Extempore and Debate club, Quiz Club, Sports Club, Social Service Club, Literary Club and IT Club. During the training period, the trainees were encouraged to lead a rich, varied and vibrant campus life extending beyond the confines of lecture halls.
North Eastern Police Academy is one of its kind in the Country, under Ministry of Home affairs, Government of India. It is dedicated to impart training to the police personnel of the North Eastern States and also from across the country to safeguard the value of freedom – freedom from disorder, criminal acts and criminals. The Director, NEPA, as the Head of the Department, provide guidance and supervision to more than two hundred dedicated trainers and staff. NEPA has done a remarkable service in bringing cohesiveness, professionalism, co-operation and uniformity among the State police forces of the N E Region.
Though the Academy was initially mandated to conduct one basic course and three in-service courses with the target of training 166 police trainee officers of N E States per year, over the period of time the Academy started conducting a large number of courses for officers of other States also which includes officers from Armed forces, Central Armed Police Forces, Judiciary, Prisons besides State Police Departments. Today, the Academy is looked upon as a Premier Police Training Institution of the Country. The Academy has been given the responsibilities of training police officers of neighbouring Countries viz Bangladesh and Myanmar.
Besides basic courses, NEPA also imparts in-service training to officers from across India. Since its inception in 1978, NEPA has conducted 47 basic courses and 3771 trainees have passed out. With this Passing out Parade, a total of 3832 Basic Course trainees (788 DySP and 3044 SI/ASI) have passed out of NEPA in the past 43 years of existence. At present two batches viz 49th batch with 46 and 50th batch with 581 trainee officers are undergoing basic training at NEPA. As in previous years, many in-service courses were planned to be conducted this year. However, due to Covid 19 pandemic, 1 Pre-promotion Cadre Course with 104 trainees could only conducted so far. As the Academy is committed to train more and more police officers, 19 Webinars for 507 officers and 7 Online Courses for 301 officers were also organised during the current year.
The Academy has a beautiful, lush green, pollution-free and eco-friendly campus with 204 acres of land. The area is thickly covered with forest having indigenous variety of flora and fauna. Such an environment is most suited for focused studies and outdoor training. For Indoor Training, well equipped Class Rooms are available in Training Block. This being a large batch, Auditorium will also be used as Classroom for combined sessions. Outdoor training will take place in Outdoor Complex, where we have Parade Ground, Indoor Firing Range, Indoor Firing Simulator, Indoor Sports Complex, Gym Hall, etc. These trainees were imparted training with the use of latest gadgets and techniques. The Academy has a well-established Library in Training Block with more than 30,000 books on law, police, science, psychology, criminology, forensic science, forensic medicine, encyclopaedia, management, training précis, journals, magazines and other books on literature and general awareness, etc. The Academy has a spacious parade ground with concrete marching path and a physical training and obstacle course ground, basketball court, volley ball court, and shooting range etc. are also available. Besides, NEPA has facilities of Swimming Pool, Horse Riding, Driving Simulator, etc. for training purposes. For day-to-day requirements of trainees and staff, there is one Central Police Canteen and Dry / Wet Canteens, besides other shops at Shopping Complex.
These trainees came from different backgrounds and were once ordinary citizens. With many months of gruelling training, the trainees who are passing out today are professionally skilled officers. They have acquired the knowledge and competence. They have developed the skill and right attitude to serve the society while observing the dignity of human rights. These officers have received adequate training to perform in any kind of environment with confidence.
Despite heavy rains, the trainee officers put up a spectacular parade. Shri Rishi Longdo, DySP of Arunachal Pradesh Police was the Parade Commander of the Passing out Parade. Shri Deepak Kumar, Director, NEPA, a highly decorated IPS officer of A&M Cadre reviewed the parade. The Brass Band of Meghalaya Home Guards & Civil Defence, NEPA Pipe Band and NEPA Horse Contingent added colours to the parade. Shri Deepak Kumar declared and handed over cash reward to the Brass Band of Meghalaya Home Guards & Civil Defence for excellent band display. Shri A K Basumatari was the Commander of Brass Band of Meghalaya Home Guards & Civil Defence. Shri Deepak Kumar, congratulated the young officers for successfully completing their one-year training programme and displaying excellent parade. He recalled that these trainees had to face first and second wave of COVID-19 challenges. He appreciated the efforts of indoor faculty and outdoor trainers for imparting highly professional training. Shri Deepak Kumar in his address expressed inability to invite the parents of trainees who are passing out today due to COVID-19 pandemic. Shri Deepak Kumar urged upon the trainee officers to continue the dedication shown during their training and during parade and serve the Nation with commitment and integrity once they take up active policing in their respective States. Shri Deepak Kumar, IPS, also underlined the untiring and persistent efforts rendered by the officers and men of the Academy by which NEPA has reached to its present level of excellence. Shri Deepak Kumar distributed the Trophies & Medals to award winning trainees for their remarkable performance during the training period.
Shri Rishi Longdo, DySP of Arunachal Pradesh Police was bestowed with The Governor of Meghalaya Sword of Honour & NEPA Silver Medal for All Round Best Probationer. Shri Shuvam Nongrum of Meghalaya Home Guards & Civil Defence was bestowed with The Governor of Meghalaya Sword of Honour & NEPA Silver Medal for All Round Best SI Cadet. Shri Samudra Debbarma, DySP of Tripura Police and Ms Palmula Bhutia, SI of Sikkim Policie were bestowed with The Chief Minister Meghalaya Baton of Honour & NEPA Silver Medal for Best Indoor Probationer and Best Indoor Cadet. Shri Paul Jerang, DySP of Arunachal Pradesh Police and Shri Shuvam Nongrum of Meghalaya Home Guards & Civil Defence were bestowed with The Chief Minister Arunachal Pradesh Baton of Honour & NEPA Silver Medal for Best Outdoor Probationer and Best Outdoor Cadet. For Exemplary Conduct, Ms Debanjali Ray of Tripura Police and Shri Kunal Mohora of Sikkim Police were the recipients of B R Lall Academy Running Trophy and NEPA Silver Medal. Shri Shuvam Nongrum of Meghalaya Home Guards & Civil Defence was adjudged as Best Sportsman and Ms Sengsalyne Sengatchi Ch. Marak of Meghalaya Home Guards & Civil Defence was adjudged as Best Sportswoman and awarded Academy Running Trophy.
