ADC gets power to grant building permission in scheduled areas
SHILLONG: The Autonomous District Council (ADC) has now been empowered to grant building permission in scheduled areas falling within their respective jurisdiction as per decision of the cabinet meeting held on Wednesday.
Informing media persons after the meeting, Deputy Chief Minister Prestone Tynsong said that the Government approves the proposal for transferring the responsibility for implementing the Meghalaya Building Bye Laws 2011 for granting building permission which is outside municipal area and inside master plan area to the three autonomous district councils namely the GHADC, the KHADC and the JHADC.
He further informed that they took the decision keeping in mind the interest of concerned stakeholders including the Rangbah Shnong of various villages who opposed tooth and nail the implementation of the building bye-laws by the Meghalaya Urban Development Authority (MUDA) in scheduled areas.
It may be recalled here that a tripartite meeting was held between the state government, ADCs and the Synjuk Ki Nongsynshar Shnong Ka Bri U Hynniewtrep (SNSBH) on September 27, 2018 where the Government asked the district councils to submit their draft building bye-laws for regulating building constructions within their respective jurisdictions to the urban affairs department.
The deputy chief minister informed that the building byelaw implemented by the MUDA is now going to be implemented by the three ADCs as “We need to understand one thing you cannot have separate building byelaws in all the three ADCs we need to have one model or standard building byelaws,” when asked.
The Khasi Hills Autonomous District Council (KHADC) and the Jaintia Hills Autonomous District Council (JHADC) have already submitted their drafted building bye-laws to the government, he added.
