AHAM alleges MeECL of violating reservation policy in appointment of 37 contractual employees
The A·chik Holistic Awakening Movement (AHAM) has demanded the Meghalaya Energy Corporation Limited (MeECL) to issue fresh advertisements to the various posts, where temporary appointments were issued recently, to ensure proper implementation of the state reservation policy.
In a letter to the Chairman-cum-Managing Director (CMD) of MeECL, A Nikhla, AHAM additional secretary Kingstone Bolwari Marak said, “(We) request the department to issue the advertisement mentioning all the vacant posts and also to follow the state reservation policy and also to conduct the written examination and conduct the personnel interview if necessary by following the basic state service rule or any other service rule framed by the state as well central government of India.”
“The organisation also further demand the appointment order dated 11 June 2020 and appointment order dated 29 June 2020 and accordingly issue the fresh advertisement in order that the people from entire Meghalaya particularly 3 Schedule Tribes of Meghalaya i.e Garo, Khasi and Jaintia can participate and apply for the post,” he said.
He said the MeECL vide office order dated June 11, has issued temporary appointment orders to the different posts particularly LDA, DEO, Khalasi, LM, Peon, Chowkidar and Sweeper.
And another office order dated on June 29, was issued engaging on contractual basis without mentioning the specific post and posted in different distribution sub- divisions particularly in the entire East Khasi Hills district and also Jowai and Sohra Sub- Division.
According to him, a total of 37 employees were engaged on contractual basis.
“All these contractual appointments and also the temporary appointments…were made by your department without following the service rule and without complying with the reservation policy framed by the State of Meghalaya,” Marak alleged.
He reminded that as per the service rules framed by the government, there should have been advertisement for the post, written examination should have been conducted and also personnel interview should have been taken by your department irrespective of regular appointment, temporary appointment and contractual appointment.
“It is also pertinent to mention that the appointment order issued on 11 June 2020 are sanction post, therefore wherever the sanction post are vacant advertisement and conducting of written examination and calling personnel interview are mandatory and moreover MeECL is government department as it is maintain and manage by the government of Meghalaya and the rule is clear that when the salary to the employee are paid from the public fund and government exchequer the advertisement, conducting of written or calling for personnel interview is mandatory and requirement for appointment but interestingly none of the above guideline were followed by your department while giving temporary appointment and contractual appointment to the above mentioned employees in different post,” Marak wrote.
The AHAM leader also expressed surprise and shock to learn that in all the 5 different directors (in the MeECL), no Garo candidate had been appointed to the post of directors, which according to him, is a clear violation of the reservation policy framed on 12th January 1972.
