Arrangement for opening of shops in Shillong Urban Agglomeration and rural areas of EKH District
Deputy Commissioner, East Khasi Hills District has made the following arrangement for opening of shops from 26th July, 2021 to 31st July, 2021 in Shillong Urban Agglomeration and rural areas of East Khasi Hills District:-
For Shillong Urban Agglomeration:-
Identified shops dealing in essential commodities as notified by the Incident Commanders under each Zone in Shillong Urban Agglomeration will open on the days mentioned below:-
Other non-essential shops may be permitted to open, each upto thrice a week only, on days to be decided and as per regulation of the Incident Commander concerned in consultation with the CCMTs.
However, all residential localities within the zones with more than 10 positive cases will not exceed 3 days of opening in a week for all types of shops, to minimize movement and enable proper active surveillance on all other days. Incident Commanders will liaise with the Medical Officers and CCMTs concerned for this exercise.
Residential localities with more than 95% vaccination may be permitted for one day extra opening to be decided by the Incident Commander concerned.
Cyber-cafes and cinemas will remain closed.
Shops and complexes in commercial areas of Police Bazar and adjoining areas, Mawlonghat and Anjalee will be regulated via separate order.
Shops in Iewduh and Area under Syiem of Hima Mylliem will be regulated via separate order.
Shopping malls/ complexes are permitted to open as per recommendation of the Incident Commanders concerned and will be regulated through separate orders.
Takeaway is permitted for restaurants, sweet-shops and bakeries on the zone-opening days subject to compliance to SOPs. No dine-in is permitted. Take-away should be strictly till 5pm.
All shops will place a prominent sign/poster indicating vaccination status of the shopkeepers and staff at the shop premises.
Shops are encouraged to opt for home-delivery of items, whenever possible.
II. For Rural Areas outside Shillong Urban Agglomeration:-
Essential and non-essential are allowed to open up to 4 times a week as per the regulated arrangements to be made by the Sub Divisional Officer (C) and the Block Development Officers concerned in consultation with the CCMTs concerned. Shops may be shut not later than 5pm.
Tea-shops are permitted to open but DINE-IN IS NOT PERMITTED. Detailed SOP given by this office may be referred to and ICs/BDOs will cause inspection to ensure compliance to SOPs.
The Sub Divisional Officers (C), Incident Commanders/Block Development Officers in consultation with the respective Headmen (Rangbah Shnong) and CCMTs of the respective areas will regulate opening of essential and non-essential shops in such a way as to ensure no crowding or congestion in and around the shop or market area.
Vaccination status is to be mandatorily displayed.
The Headmen, Market Committee and CCMTs will be responsible for ensuring absolute adherence to protocols.
The Shopkeepers and the public should strictly adhered to the following protocols while making their purchase:-
Everyone should wear double-masks (3-ply plus cloth mask) or N-95 mask without fail.
Social distancing of at least 2 metre should be strictly maintained by all.
People are not permitted to loiter in the market area without any valid reasons.
Anyone found violating protocols will be liable for shop-closure or fined.
There shall be no overcrowding in one area/shop and people should spend minimum time in the shop/market area.
