Assam Governor highlights economic growth, industrial expansion, and vision for a prosperous future
Assam Governor Lakshman Prasad Acharya has reaffirmed the BJP-led government’s commitment to fostering economic growth, industrial expansion, and self-reliance in the state. Addressing the first day of the Budget Session of the Assam Legislative Assembly in Kokrajhar. Acharya emphasized the government’s vision to transform Assam into a modern, inclusive, and progressive state “Today, Assam is reclaiming its lost glory while embracing a future of opportunity and development. With strong infrastructure, thriving industries, and growing investments, we are ensuring that every citizen benefits from the state’s progress,” Acharya stated.
The Governor highlighted Assam’s 12.6% Compound Annual Growth Rate (CAGR) over the past decade and a substantial increase in tax revenue—25% in 2022-23 and 15% in 2023-24—demonstrating the state’s financial resilience. To enhance economic planning, Assam has launched a first-of-its-kind District Domestic Product (DDP) estimation initiative, using a bottom-up approach to assess district-wise economic performance. The results of this ambitious study are expected by 2025-26.
Assam’s commitment to Sustainable Development Goals (SDGs) has also been nationally recognized, with the state achieving 100% success in Clean Energy (Goal 7) and securing its position as a Front Runner in the SDG India Index.
The Governor underscored Assam’s emergence as a major player in India’s semiconductor industry, with the Rs 27,000 crore Tata ATMP (Assembly, Test, Marking, and Packaging) Plant in Jagiroad. Set to begin production in December 2025, the plant will manufacture 1.2 crore chips per day at its initial capacity and generate 12,000 direct and over 25,000 indirect jobs, positioning Assam as a leader in technological innovation.
Assam’s industrial development also includes an ultra-modern fertilizer plant under Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), announced in the Union Budget 2024-25. The facility will increase urea production to 12.7 lakh tonnes annually, significantly reducing reliance on imports and strengthening India’s agricultural self-sufficiency.
To attract investors and showcase Assam’s economic potential, the state government will host Advantage Assam 2.0—The Assam Infrastructure and Investment Summit 2025 on February 25-26 in Guwahati. The summit will focus on key sectors, including electronics, semiconductors, renewable energy, aerospace, petrochemicals, and MSMEs.
“Advantage Assam 2.0 will highlight opportunities in bamboo, sustainable harvesting, fragrance and flavor industries, MSMEs, and farmer-producer organizations. With business-friendly policies and a strategic location, Assam is set to drive India’s next wave of industrial transformation,” Acharya noted.
Assam’s rich heritage has received global recognition, with The New York Times ranking Assam as the 4th top destination to visit in 2025. This prestigious acknowledgment is expected to boost international tourism, further strengthening the state’s economy.
To celebrate 200 years of Assam’s tea industry, a grand Jhumoir performance will be held at Sarusajai Stadium on February 24, 2025, featuring 8,000 dancers from tea garden and Adivasi communities. The historic event will be attended by Prime Minister Narendra Modi, foreign ambassadors, and global industry leaders, showcasing Assam’s cultural heritage on the world stage.
The government has undertaken a massive expansion of medical infrastructure, making medical colleges functional in North Lakhimpur, Dhubri, Nagaon, Nalbari, and Kokrajhar, while Tinsukia Medical College & Hospital has already been inaugurated.

To ensure balanced regional development, the Assam government has officially declared Dibrugarh as the state’s second capital. The Chief Minister’s Office is already functional there, overseeing nine Upper Assam districts. Plans are underway to develop infrastructure for select Assam Assembly sessions in Dibrugarh, including MLA hostels, ministerial offices, and residential quarters for senior officials.
Governor Acharya emphasized that this move will bring governance closer to the people and establish Dibrugarh as a key administrative and economic hub for Upper Assam.
Concluding his address, the Governor reaffirmed the government’s vision for Assam—a state that balances tradition with progress. With strategic investments, progressive policies, and infrastructural advancements, Assam is on the path to becoming a leading economic powerhouse in India.
“With deep respect for our heritage and a forward-thinking vision, Assam is rapidly transforming. The state’s strong economic growth, industrial expansion, and cultural prominence will ensure long-term prosperity, making Assam a model of sustainable and inclusive development,” Acharya stated
