BJP MDC alleges major tax scam unveiled in GHADC

BJP leader and Tura MDC Bernard N Marak on Tuesday alleged that a major tax scam has been unveiled in GHADC.

“Huge amount has been duped from GHADC by a fake chartered accountant who assured to wave off Tax realised from GHADC. Political pressure forced GHADC to pay huge amount to a fake Chartered Accountant who was engaged on an assurance of exempting tax,” Marak said in a statement.

He said an attempt to evade tax which was to be paid by GHADC came into light after huge amount was earmarked in the session as “Fine”. This was later revealed that it was a consultant fee to exempt from fine on tax penalty. 

“The tax on Centre schemes right from the 100.71 crore special package which was sanctioned by the Centre Government after signing of the historic agreement by the ANVC groups, funds continued to flow for the development of Garo Hills therough GHADC. But these funds were mostly misused and vanished into thin air without proper implementation. Utilisation Certificates could not be issued by the former NPP Executive Committees. Tax, which was to be deducted at the source was never deducted and NPP Executive Committee neglected the summons and reminders sent to them,” Marak alleged.

He further stated that few months ago, the Taxation Department replied during session that 8 crore was earmarked to pay the consultant which was a very huge amount and it alerted many MDCs in the house. 

GHADC was unable to clear the salaries of the employees in time yet 8 crore was set aside for fake CA which was unacceptable. Not much time was given in the house to debate on this matter and the word “Fine” was mentioned in the reply. 

He added later, it was revealed that the Executive Committee discussed the matter regarding engagement of a consultant by the name Sumit Kumar Jain who claimed to be the Charter Accountant (CA) which was later found to be fake. However, Jain was engaged by some powerful members of NPP who backed him to be engaged as consultant with sole objective to evade Tax. 

It was found that Sumit Kumar Jain who was a resident of Tura has never obtained CA degree nor was he professional consultant at any point of time. He does not even have TNT recommended by me as he was resident of my constituency yet he assured the ruling MDCs in GHADC that tax could be evaded and huge amount can be exempted if 8 crore was paid as consultant fee.  

The MDC said that the Taxation Department in GHADC made necessary arrangements of paying him these huge amount. 

“1 crore twenty lakhs was already paid to him and cheque of around 3.8 crore  was also said to have been issued to him on the pressure of some ruling ruling MDCs who are hand in gloves with the fake CA. 

Complaint to the concerned authorities would be lodged against Tax evasion, impersonation. It would be prayed that proper investigation be initiated too.Tax cannot be evaded as attempt to do so would result in huge penalty. But some miscreants make easy money by faking their identity and making false promises to an esteemed institution like GHADC,” Marak said while demanding the CEM to ensure that this miscreant be booked under appropriate sections and all agreed terms with him in GHADC be revoked immediately.
