Cement plants allow to operate in East Jaintia Hills
The Deputy Commissioner, East Jaintia Hills District in a press release issued here informs the general public that in compliance with the guidelines of the Ministry of Home Affairs, Government of India and the order issued by the Government of Meghalaya, the activities that are permitted in the East Jaintia Hills District along with some modification and new additions are Commercial and private establishments including shops dealing in essential goods, Courier services for essential goods, E-commerce operation in essential goods, Common Services Centers(CSCs), services provided by self employed persons which includes electricians, IT repairs, plumber, motor mechanics and carpenters, shops for repair of trucks on highway, hardware stores for providing items like CGI sheets, cement etc that are used for construction, including transportation of the same, electrical shops, liquor shops, stand alone automobile repairs shops for repairing work of vehicles, mobile car repairing services of a driver and 2 technicians and mechanics, home delivery of books, shops that sell, repair and provides services for mobile phones, computers accessories including mobile recharging centres.
Furthermore, the Industries and Industrial Establishment (both government and private) that are also permitted to operate in the district includes food processing industries in rural areas outside the limits of municipal corporation and municipalities including rice mills and mustard oil processing, Brick kilns in rural areas outside the limit of Municipal Corporation and municipalities, Cement Plants to operate at 50 % capacity. Mining of limestone and boulder by lease –holders for domestic sale within the State or the Country is also permitted but export outside the country is allowed only through automated elevated conveyor belt with no human intervention, permission has also been given for Quarrying of chips and aggregates including transportation.
The Deputy Commissioner has also permitted all agriculture and allied sectors like farming operation, including livestock farming, poultry , Fishery and hatcheries, collection , processing and distribution of milk and milk products, mandis by APMC, procurement and marketing of agriculture produce, custom hiring centers, cold storage and warehouse, manufacturing, packing and distribution of agricultural inputs, seed, animal feed and fodder, movement of harvesting and sowing related machinery and implements. Operation of Tea Industry including plantations for production, processing, packing and marketing, and also transportation of all agricultural products subject to transit point and route specified by the Deputy Commissioner considering the prevailing COVID-19 situation.
In addition, Veterinary Hospitals, dispensaries, clinics, sale and supply of medicine and vaccines. MNREGA works are allowed with strict implementation of social distancing and face mask priority.
Construction activities has also been permitted in urban areas only in situ construction (where workers are available on site and no workers are required to be brought from outside) and construction of renewable energy projects. Whereas, in Rural Areas all construction activities are permitted.
It has also been informed that only 25 % Public Transport to operate within the District on rotation basis as per the Order for plying of Public Transport Vehicles issued by the Deputy Commissioner, East Jaintia Hills District.
The Deputy Commissioner has instructed all villages to utilize the services of the VDP or volunteer to coordinate with the police to regulate the operation of shops and to also ensure due compliance to the Advisories of Government. They are to ensure that there is no overcrowding in one area, shop or panic buying. Plying of vehicles during the relax period is restricted and vehicles should be parked at the designated place, only one or two member from the family is allowed to come out for purchasing of essential commodities.
Further, the shopkeepers are not allowed to sell beyond fixed MRP price, all shops and costumers are requested to provide dustbins, to maintain hygiene and cleanliness, to maintain social distancing at least 1 meter from one another and spitting in public places is strictly prohibited. All shops and customers are also requested not to dump their waste, garbage in front of the shop but to dispose the same as per the direction of the village authorities and they are also requested to cooperate with the District Administration, Police and to strictly adhere to the Health Department Advisories.
