Containment measures continues in Tura Town
In order to safeguard the citizens of West Garo Hills District from rapid surge in the number of COVID-19 cases, Ram Singh, IAS, District Magistrate, West Garo Hills, Tura enforced the Containment Measures within the District in general and Tura Town areas particular with effect from 10th May, 2021 (5:00 A.M.) to 17th May, 2021 (5:00 A.M.)
This in exercise of the powers conferred upon me under section 144 Cr.P.C. read together with Regulation 3 of the Meghalaya Epidemic Disease, CoVID-19 Regulations, 2020
A. Restricted Activities:
1. All educational, training, coaching institutions etc shall remain closed within West Garo Hills District. However, during this period all institutions shall maintain the classes through online teaching.
2. Political, public, social and religious gatherings are not permitted including conferences, meetings and trainings. Weddings and funerals are, however, permitted subject to a ceiling of 15 persons and with prior permission of the undersigned.
3. Entry of tourist from outside the State shall not be permitted and all tourist spots shall remain closed.
4. International Border Trade shall be suspended.
5. All Weekly markets will be closed.
6. Places of religious worship shall remain closed except for wedding ceremony with prior permission from the office of the undersigned.
7. All private offices will be closed, except those providing essential services.
8. Non-essential Central Government Institutions may close their offices and work from home.
9. Public Transport movement shall be reduced to 1/4 of the existing capacity as notilied by District Transport Officer.
10. Inter State and Inter-District or Intra-District Movement will be restricted except for those who are permitted as per Para B-7 below. For any other Travel of an essential or emergent nature permission will be issued by the office of the undersigned. (at Deputy Commissioner’s Office 3rd floor).
11. All non-essential movement is discouraged. Those violating the movement protocol or furnishing false self-declaration shall be liable for penal action as per law.
B. Permitted Activities:
1. Opening of Essential Commodities Shops subject to regulation on days and timing to be decided by the Chief Executive Officer, Tura Municipal Board everyday from 8:00 A.M. to 5:00 P.M. and items as per list given in No. POL/2020/Pt-1/13, dtd. 21st April, 2020.
2. Opening of shops dealing in hardware, electrical, plumbing & sanitary ware, computer service centres, mobile repair shops and automobile repair shops from 8:00 A.M. to 5:00 P.M.
3. Opening of other non essential shops from 8:00 A.M. to 12:00 P.M. on Monday, Wednesday and Friday. No customers are allowed to enter inside the shops. Shops owners are directed to maintain barrier outside the shops and wear mask and use sanitizers.
4. Construction activities by strictly maintaining Covid Protocols.
5. Banks and Banking Services, Post & Telegraph and Telecommunication Services on limited staff.
6. Exempted Central Government offices und Banks shall function at 100% strength for Group-A and at 30% strength for Group-B, Group-C and Group- D staff.
7. Movement only for the following purposes is permitted on self-declaration and subject to adherence to protocols:
(a) Healthcare services including emergency services and vaccination.
(b) Agriculture and Veterinary Services.
(c) Transportation of Essential items.
(d) Movement of students, teachers and staff related to conduct of examinations.
(e) Goods Vehicles, E-Commerce Services, Supply of Medicines and Pharmaceuticals.
(f) Home Delivery Services.
(g) Accredited/Registered Press Personnel (Print and Electronic).
(h) Persons engaged in construction activities.
(i) Persons travelling on Essential Government Duty viz.,
i.Medical Teams and official on COVID-19 Duty.
ii.Police, Security and Armed Forces.
iii. Civil Defence and Home Guards.
iv. Fire and Emergency Services.
v. MeECL
vi. Water Supply (PHE) including Private Water Supply.
vii. Roads and Buildings (PWD. NHAI, NHIDCL, etc)
viii. Municipal Services
ix.Food Corporation of India (FCI)
x. Infomation and Public Relations.
xi. Banks. Post &Telegraph and Telecommunication Services.
xii. Petrol and Diesel Tankers including LPG home delivery.
Citizens are requested to restrict themselves within their respective places in order to contain the further spread of Covid-19 cases in the District.
All permitted activities subject to compliance to these guidelines and the social distancing protocols issued by the Health & Family Welfare Department, Govt. of Meghalaya.
Saturday & Sunday will be Lockdown in the entire District with exemption for Essential goods transport & emergency and Night Curfew from 8:00 P.M. to 5:00 A.M. daily.
Wearing of face Mask/Covering of mouth and nose when moving around is mandatory and spitting & smoking in the public place including shops and work places is prohibited. Penalty will be imposed to violators by the designated officers, who have been empowered under Section 2 of the Epidemic Diseases Act, 1897 as notified earlier.
