Surge of COVID-19 cases compelled reimposition of Containment Measures in Jowai Town
Alarmed with sudden surge of COVID-19 cases in West Jaintia Hills District within the period of ten days, District magistrate Garod LSN Dykes reimposed Containment Measures in Jowai Town and Mihmyntdu village from 13th to 22nd May this year.
In exercise of the powers conferred under section 144 Cr.P.C. read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID-19 Regulations 2020, Garod informed that the containment measures will begin from 5.00 AM of 13th May 2021 and end on 5.00 AM of 22th May, 2021.
The following are the restriction in the entire district:
Political, public, social and religious gatherings including conferences meetings and trainings are not permitted.
Place of worship shall remain closed except for wedding ceremonies subject to a ceiling of 20 persons with prior permission of the Deputy Commissioner, West Jaintia Hills District, Jowai/Sub- Divisional Officer (Civil) Amlarem.
Funerals are permitted subject to a ceiling of 20 persons. Bereaved family is to maintain a Register showing Name, Address and Mobile number of visitors.
Entry of tourists from outside the State shall not be permitted and all tourist spots shall remain closed.
International Border Trade at Tamabil shall be suspended.
Sports activities are not permitted.
Weekly Markets shall not be permitted.
Vehicles transporting wholesale vegetables are not allowed to enter the market in Jowai Town. Such vehicles shall unload the goods at lalong lay Bye Market which has been activated.
Dhabas, Restaurants and other eateries in the National Highway-06 (old name NH-44) shall not be permitted.
The Dorbar Shnong and School Managing Committees in Rural Areas in consultation with Health Officials are authorised to close the School if the need arises with intimation to the District School Education Officer, West Jaintia Hills District, Jowai and this Office.
Inter-State movement of persons shall continue to be restricted. This shall not apply for transit vehicles of Assam/Tripura/ Manipur/ Mizoram. Vehicles shall not be permitted to park in any inhabited Villages along the National Highway NH-06 (old name NH-44) under the jurisdiction of West Jaintia Hills District, Meghalaya.
The respective Dorbar Shnong in West Jaintia Hills are encouraged to open small markets in their localities with strict regulations and conditions regarding appropriate COVID-19 behaviour.
Public transport to ensure 50 % of the seating capacity and mandatory wearing of Face Masks. Strict action shall be taken against violators.
For Medical Emergency and Inter-District Transportation of Essential Goods, the citizens are advised to apply for the “EPASS’ from the District portal: megedistrict.gov.in
REGULATIONS FOR JOWAI TOWN AND MIHMYNTDU VILLAGE
Permitted activities:
Opening of Essential Shops are permitted on Monday, Wednesday and Friday between 9.00 AM to 4.00 PM. The Headmen may regulate the Odd/lEven number for maintaining social distancing.
The list of Essential Commodities and items is as per the list given in Govt. Order No. POL/2020/Ptl/13, Dt. 21.04.2020 attached).
Opening of shops dealing in hardware, electrical, plumbing & sanitary ware, computer service centres, mobile repair shops and automobile repair shops are permitted on Tuesday and Thursday between 9.00 AM to 4.00 PM. The Headmen may regulate the Odd/Even number for maintaining social distancing.
Banks and Banking Services, Post & Telegraph and Tele communication Services.
Essential State Government Offices as notified by this Office vide Order No. Esst/ORDER/2012/135, D1. 30.04.2021
Central Government Offices and Banks to function at 100 % strength for Group ‘A’ and at 30% strength for Group ‘B’ and Group ‘D’ Staff.
Movement only for the following purposes is permitted on self-declaration and subject to adherence to protocols:
(a) Healthcare services, including emergency services and vaccination.
(b) Agriculture and Veterinary Services.
(C) Transportation of Essential items.
(d) Movement of students, teachers and staff related to conduct of examinations.
(c) Goods Vehicles, E-Commerce Services, Supply of Medicines and Pharmaceuticals.
(f) Home Delivery Services.
(g) Accredited/Registered Press Personnel (Print and Electronic)
(h) Persons engaged in construction activities.
(i) Persons travelling on Essential Government Duty viz, Medical Teams and officials on COVID-19 Duty viz:
Medical teams and official on COVID-19 Duty.
Police Security and Armed Forces.
Civil Defence and Home Guards.
Fire and Emergency Services.
Power (NEEPCO), MeECL, Powergrid, etc).
Water Supply (PHE)
Roads and Buildings (PWD, NHAI, NHIDCL. ctc)
Municipal Services.
Food Corporation of India.
Information and Public Relations.
Banks, Post & Telegraph and Telecommunication Services.
B. Restricted Activities:
lawthymme, lawmusiang Pohiaw/ law Chor (CNI Market)/ law Seinraij law Chyiap (JPC Market) shall remained closed
Educational institutions shall remain closed.
Places of religious worship shall remain closed except for wedding ceremonies subject to a ceiling of 20 persons with prior permission of the Deputy Commissioner.
All private offices will be closed, except those providing essential services.
Non-essential Central Government Institutions may close their offices and work from home.
Public Transport movement shall be reduced to 1/4 of the existing capacity. Public Transport may be used for movement of persons as permitted:
Monday: ML04/ML04A/B/C &D 0 (Zero) and 1 (One)
Tuesday: ML04/ML04A/B/C & D 2(Two) and 3 (Three)
Wednesday: ML04/ML04A/B/C & D 4 (Four) and 5 (Five)
Thursday: ML04/ML04A/B/C & D 6 (Six) and 7 (Seven)
Friday: ML04/ML04A/B/C &D 8 (Eight) and 9 (Nine)
Saturday: Only vehicles from other District that have registered with the Office of the District Transport Officer, Jowai bearing ML05, ML06. 07, 08, 09, 10, 11,12 13 and 14 along with different series A,B,C,D, E and so on.
Inter-District or Intra-District Movement to/from Shillong Urban Agglomeration, Jowai town, Tura town and any other containment area notified by respective Deputy Commissioners will be restricted except for those who are permitted as per Para A-6 above. For any other travel of an essential or emergent nature citizens are advised to apply for EPASS from the District Portal megedistrict.gov.in
It is advised that, unless absolutely necessary, movement of persons to Jowai Town should not be undertaken.
All non-essential movement is discouraged.
Those violating the movement protocol or furnishing false self-declaration shall be liable for penal action as per law.
