Corona Curfew imposed daily, lockdown for two days in West Jaintia Hills
West Jaintia Hills District Administration on Saturday decided to imposed Corona Curfew from 5 PM to 5 AM daily and weekend lockdown on Saturday and Sunday in entire district with exemption for essential goods transports & emergency.
District Magistrate, Garod LSN Dykes issued the order in view of sharp and continuous spike of COVID-19 positive cases in the district with more number of COVID-19 patients admitted in Covid-19 hospital and corona care centre.
West Jaintia Hills District on Saturday has also record 115 new COVID-19 positive cases and with this, the total active cases stands at 586. The district also record one more death taking the total tally to 64.
In supersession of earlier order in respect of Total Curfew in the District, the district magistrate enforce the following Containment Measures within the District with immediate effect and until further orders.
A. Restricted Activities
All educational, training, coaching institutions etc. shall remain closed within West Jaintia Hills District. However, during this period all institutions shall maintain the classes through online teaching
Political, public, social and religious gatherings are not permitted including conference, meetings and trainings.
Weddings are not permitted.
Funeral gathering to be restricted to 10 persons with prior permission of the Deputy Commissioner/Sub-Divisional Officer (Civil) Amlarem.
Entry of Tourist from outside the State shall not be permitted and all tourist spots shall remain closed.
Suspension of Border Trade through Tamabil Dawki is hereby extended.
All weekly markets shall remained closed.
Places of religious worship shall remain closed.
All private offices will be closed, except those providing essential services.
Non-essential Central Government Institutions may close their Office and work from home.
Inter-State movement of persons shall continue to be restricted. This shall not apply for transit vehicles of Assam/Tripura/Manipur/ Mizoram. All Transit Vehicles shall not be permitted to park in any inhabited Villages along the National Highway NH-06 (old name NH-44) under the jurisdiction of West Jaintia Hills District, Meghalaya.
Inter State and Inter-District or Intra-District movement will be restricted except for those who are permitted. For any other travel of an essential or emergent nature, the citizens are advised to apply for the ‘EPASS’ from the District portal: megedistrict.gov.in
20 % Movement of Public transport are permitted with 1/4 of the existing capacity for movement of persons from 9.00 am to 3.00 Pm as follows:
Monday – Registration number ending with 0 and 1
Tuesday – Registration number ending with 2 and 3
Wednesday – Registration number ending with 4 and 5
Thursday – Registration number ending with 6 and 7
Friday – Registration number ending with 8 and 9
Advisory: All Drivers to place their Vaccination Certificate in the windshield
Apart from the vehicles above, no private vehicles are permitted to ply on the road except those with ePASS issued from the Deputy Commissioner of the District.
All non-essential movement is discouraged. Those violating the movement protocol or furnishing false self-declaration shall be liable for penal action as per law.
B. Permitted Activities,
20% of shops are permitted to open at lawmusiang, CNI Market, lawchyiap (JPC Market) and lawthymme, Ladthalaboh, Jowai to be strictly followed and regulated by the Market Committees between 9.00 AM to 3.00 PM.
On Monday: Only shops/ stalls with no 1 & 4
On Wednesday: Only shops/ stalls with no 2 & 5
On Friday: Only shops/ stalls with no 3 & 6
Advisory: Shopkeepers to place their Vaccination Certificate in front of their shops/Stalls
Note: Market Committee are directed to implement the following steps.
Selling of any kind of items is not allowed in the footpaths.
To appoint sufficient number of officials/Staff/ Volunteers to implement mandatory wearing of Masks and physical distancing.
To place Washing Basin with running water in the Market area.
Failure to strictly regulate and implement the direction above shall result to closure of the shop/market prior notice.
Opening of Essential Shops
Opening of essential (Retail) shops in respective localities outside Containment zone/ areas on Tuesday and Friday between 9.00 Am to 3.00 Pm. The CCMCs are empowered to give priority for opening of shops/stalls in respect of Shopkeepers/ worker who have been administered with at least the 1st Dose of COVID-19 vaccination.
Opening of Essential (Wholesales) located in Jowai Town outside Containment zone/ areas:
For Jowai Town, Mihmyntdu, lalong and Amlarem on Monday and Thursday between 9.00 AM to 3.00 PM.
For Thadlaskein Block and Laskein Block on Wednesday between 9.00 AM to 3.00 PM.
Lay Bye Market lalong is permitted to open on Tuesday and Friday from 9.00 AM to 3.00 PM. The District Horticulture Officer and the lalong Lay Bye Market Committee shall regulate the operation. The Committee is empowered to consider allotment of shops/stalls to shopkeepers who has been administered at least the 1st dose of Covid-19 Vaccination. Vehicles for transportation of Wholesale Vegetables are not permitted to enter Jowai Town
Opening of Hardware and Sawn Timber shops in Green Villages (with no active cases). On Monday and Thursday between 9.00 AM to 3.00 PM.
Hotel/eateries/tea shops shall work on take away basis. No sit in dining allowed.
Construction activities including road construction etc. by strict maintaining of Covid Protocols.
Banks and Banking Services, Post & Telegraph and Telecommunication Services on limited staff.
Courier Services are permitted subject to strict compliance of Covid Protocols.
Central and Government Offices shall function as notified vide this Office Order No. Estt/ORDER/2012/135, Dt. 30.04.2021.
Opening of Shops dealing with Agriculture Machineries Spare Parts, Seeds, Bio Fertilizers etc,. is permitted on Monday and Thursdays between 9.00 AM to 3.00 PM with prior permission of the Deputy Commissioner/Sub-Divisional Officer (Civil) Amlarem.
Opening of Steel Fabrication on need basis is permitted on Tuesday and Friday between 9.00 AM to 3.00 PM with prior permission of the Deputy Commissioner/Sub-Divisional Officer (Civil) Amlarem
Automobile Workshop and Automobile Spare Parts shops will be permitted strictly on need basis with prior permission of the Deputy Commissioner/Sub-Divisional Officer (Civil) Amlarem. 14.
Movement only for the following purposes is permitted on self-declaration Official ID duly issued by the concerned authorities to be produced if and when necessary and subject to adherence to protocols:
Health care services, including emergency services and vaccination.
Agriculture and Veterinary Services.
Transportation of Essential items.
Goods Vehicles, E-Commerce Services, Supply of Medicines and Pharmaceuticals.
Home Delivery Services.
Accredited/Registered Press Personnel (Print and Electronic)
Persons engaged in construction activities.
Persons travelling on Essential Government Duty viz; i. Medical Teams and officials on COVID-19 Duty. ii. Police Security and Armed Forces. iii. Civil Defence and Home Guards. iv. Fire and Emergency Services.v. MeECL (NEEPCO), Power Grid, etc). vi. Water Supply (PHE) including Private Water Supply. vii. Roads and Buildings (PWD, NHAI, NHIDCL, etc) viii. Municipal Services. ix. Food Corporation of India. X. Information and Public Relations. xi. Banks, Post & Telegraph and Telecommunication Services. xii. Petrol and Diesel Tankers including LPG home delivery. xiii. People having vaccination schedule to vaccination centre. xiv. JHADC with minimal staff.
All permitted activities subject to compliance to these guidelines and the social distancing protocols issued by the Health & Family Welfare Department, Government of Meghalaya.
