Dy.CM advice ADCs to appoint liaison officer to follow up on various pending Bills
SHILLONG: Deputy Chief Minister Prestone Tynsong has asserted the need for the autonomous district councils (ADCs) to appoint their respective liaison officer to conduct a follow up on their various Bills, which are lying pending for assent by the Governor.
According to him, this is because the ADCs many times are sending their Bills to the Governor, who in turn forwarded them to the state government for examination to see that they do not conflict with the law passed by the Centre and the state.
“The appointment of a liaison officer will be help the Councils keep track on the Bills passed by them as most of time they are being routed through the departments like the law, home, political and others apart from the district council affairs (DCA) department,” Tynsong said.
He said therefore, the role of the liaison officer would also be to inform the state government in order to ensure passage of the pending Bills is speed up.
There are three ADCs in Meghalaya which include Khasi Hills Autonomous District Council (KHADC), Jaintia Hills Autonomous District Council (JHADC) and Garo Hills Autonomous District Council (GHADC).
His statement also came in the wake of the concerns expressed by the district councils on the delay in clearing these pending Bills for the past many years. The KHADC alone has as many as 39 Bills which are lying pending for approval of the Governor.
Recently, a delegation of the UDA-led executive committee of the KHADC under the leadership of its chief executive member Teinwell Dkhar had sought the intervention of the deputy chief minister into the matter.
On this, Tynsong said if required, he would soon convene a meeting between the KHADC and the officials of the DCA department to discuss on the issue to ensure that the pending Bills get the assent of the Governor at the earliest.
In the meantime, he informed that he is waiting for the KHADC to submit the names of all the pending Bills and to return them in case they still require further fine tuning.
