FKS demands Meghalaya govt to pass resolution to include IOA & AA in the Constitution for implementation of ILP system
SHILLONG: The Federation of Khasi States (FKS) has demanded the state government to move a resolution in the Assembly to urge the Centre to include the IOA & AA within Article 370 of the Indian Constitution for implementation of the Inner Line Permit system to check influx and illegal immigration into the state.
The Instrument of Accession (IOA) & Annexed Agreement (AA) was signed and accepted by C Rajagopalachari, Governor General, Dominion of India and the twenty-five Khasi states on August 17, 1948.
Addressing media persons on Friday, FKS spokesman John F Kharshiing said the Federation of Khasi States fully supports the demand for implementing the ILP system as this matter is part of the IOA & AA.
Kharshiing said clause five of the AA is another form of ILP which is very important in the present context of debate on protection of the indigenous people of the state which the Syiem’s had agreed upon on joining and acceding to the Indian Dominion without signing the Merger agreement.
Clause five relating to ‘legislation’ clearly states – “In matters of legislation concerning subjects of common interest passed by the Assam Legislature there should be some machinery either by representation in that legislature or otherwise set up whereby the legislation, where necessary, can be adopted or modified to suit the conditions and circumstances existing in the Khasi Hills.”
“We (therefore) strongly urge the Meghalaya government to consider moving a resolution in the Assembly to urge the Government of India to include the IOA & AA within Article 370 of the Constitution of India so as to make effect the provisions of clause five of the AA which will be like an ILP within the Constitution of India,” Kharshiing said.
