Formulate job reservation policy for local as done by Madhya Pradesh, Maharastra, Gujarat & Goa: HYC to Govt.
SHILLONG: Aggrieved with the high rate of unemployment in the State of Meghalaya, the Hynniewtrep Youth Council (HYC) Central Executive Council today urged the State Government to formulate the job reservation policy for local people as adopted by the States of Madhya Pradesh, Maharashtra, Gujarat and Goa
In a memorandum to Deputy Chief Minister i/c Labour Department Prestone Tynsong, the HYC said, “We have witnessed that so many of the educated and uneducated youths of the State are unemployed even though they have the required skill and the willingness to work in many sectors.”
It is a fact that Shops, Industries, Factories, Services Provider agencies, Companies, Firms, Construction works, etc are on the rise in the State but they engage or employ very less or no local Tribal Resident of the State in all these establishments on the pretext that locals possess the required qualifications or skill and the capacity to work, they lamented.
The HYC asserted that other States in India like Madhya Pradesh, Maharashtra, Gujarat, Goa and others has already made a statement in media that they will soon come up with policy and legislation for providing reservation of job to locals in their respective State for the interest and welfare of the State and its residents.
They also apprised that Gujarat has already framed the Gujarat Industrial Policy & Scheme of Incentive and one of the conditions for availing Incentives under this Policy is that the Industry shall employ persons domiciled in Gujarat for at least 85% of its total number of employees and at least 60 % in Managerial & Supervisory Capacity.
Madhya Pradesh has also put a condition of at least 70 % employees to the Local resident and so many other states have adopted the similar policy, they added.
According to the memorandum, Meghalaya Government has framed the “Meghalaya Industrial & Investment Promotion Scheme , 2016” and one of the condition for the eligibility for an establishment to avail benefits under the Scheme such as Subsidies/incentives is that the establishment must employ local tribal (Khasi/Jaintia/Garo/any other ST people not less than 60 % of the total employee strength of the enterprises.
But, it is very unfortunate that this policy is not being properly implemented in its letter and spirit and more over this Policy has a lacunae since it apply only to those establishment who received Subsidies/incentives from the state.
The HYC informed that the Andhra Pradesh recently passed the “Andhra Pradesh Employment of Local Candidate in Industries/Factories Act, 2019”. This Act reserves 75% jobs across all categories in industrial units, factories, joint ventures as well as projects that are in public-private partnership mode. This law states that if locals with the necessary skills are not available, then the companies would have to train them in association with the state government and then hire them.
The new Act will apply to joint ventures as well as projects under public-private partnerships. The law applies to existing units as well as industrial units which will be set up in the state in the future. Companies will have to comply with the new Act within three years of beginning of its operations. They will also have to file quarterly reports about local appointments with a nodal agency.
The HYC demanded 80 % jobs reservation to local indigenous people of the State in shop, industry, factory, services provider agency, companies, firms, constructions work and others.
