Govt’s notification not needed for CEM election: Syiem

SHILLONG: Chairman of the Khasi Hills Autonomous District Council (KHADC), Pynshngain N Syiem said that there is no rule which states that the election of the chief executive member (CEM) has to be notified by the state government.
“There is no rule which states that as long as the government has not notified the election of CEM, he is not the CEM. The rule rule is very clear especially in the House where any member who was elected as CEM, he occupied the CEM chair immediately,” Syiem said.
He also said as per rule, the chairman shall send forthwith the report on the election of the CEM to the Governor immediately through the deputy commissioner.
Syiem was reacting to the statement of deputy chief minister Prestone Tynsong who had informed that the state government is yet to notify the election of the new CEM of the KHADC since there has been no official communication from the Council.
This was after KHADC chief Latiplang Kharkongor along with Syiem met the Governor, Tathagata Roy here on Thursday evening.
“It was a courtesy visit after the election of the CEM, and after the Governor has approved the name of the new CEM,” Syiem told reporters after coming out of the Raj Bhavan.
The CEM also submitted before the governor, a list of four MDCs who would be inducted as executive members of the newly formed United Democratic Forum (UDF)-led executive committee.
Kharkongor said that the final list of MDCs who would be inducted as EMs would be submitted soon to the governor.
On the other hand, Syiem informed that the governor has made it clear that there is no need to interfere with the district council because it is an autonomous body which function according to rules that are there in the Assam and Meghalaya Constitution of Autonomous District Council Rules, 1951 (as amended), and according to the provisions of the Sixth Schedule in Article 244 (2).
“At the same time, with regard to the list of MDCs to be inducted as Executive Members, the Governor will go as per rules of the Assam and Meghalaya Constitution of Autonomous District Council Rules 1951 (as amended),” Syiem said.
