HITO demands govt to reconsider signing MoU with Karnataka Cooperative Society due to lack of transparency, public consultation
The Hynñiewtrep Integrated Territorial Organisation (HITO) has expressed strong opposition against the proposed move of the government to sign a Memorandum of Understanding (MoU) with Karnataka for Poultry and Piggery.
In a letter to the Chief Minister Conrad K Sangma on Sunday, HITO president Donbok Dkhar said that the MoU proposed to be signed between the Government of Meghalaya and the Karnataka Cooperative Society concerning poultry and piggery, scheduled on January 23, lack transparency, public consultation, and the consideration of the long-term welfare of the people of Meghalaya.
“We strongly urge the government to reconsider this proposed agreement and prioritize meaningful dialogue with the public and their representatives. If these legitimate concerns are not addressed immediately, we will have no choice but to mobilize public opinion and take to the streets to ensure that the democratic rights of the people are upheld. Such actions are not taken lightly but are necessary to protect our land, resources, and people from decisions made without due regard for their consequences.
We trust that your administration will demonstrate wisdom and foresight by heeding the voices of the people it serves. We look forward to a constructive response that prioritizes the interests of the state and its citizens over external pressures,” he added.
He also pointed out that the decision to proceed with this MoU seems to have been made without engaging the public or seeking their opinion. This disregard for consultation undermines the principles of democracy and the rights of the citizens to be informed and involved in matters that directly affect their livelihoods and resources, he stated.
Alleging that there is absence of legislative debate, Dkhar said, “It is deeply concerning that the terms and conditions of this MoU have not been discussed in the Legislative Assembly. Such critical matters demand scrutiny, debate, and consensus to ensure accountability and fairness in governance.”
He said the lack of transparency surrounding this agreement raises significant questions about the intentions and priorities of the government. The citizens of Meghalaya deserve to be informed and assured that their welfare is being placed above external interests.
Further, the HITO president said, “as the Chief Minister, you are entrusted with the sacred responsibility of serving the people of this state. The power and authority you hold emanate from the democratic will of the people, as enshrined in the Preamble of the Indian Constitution, which begins with “We, the People.” Any action that deviates from democratic ideals and disregards public welfare risks eroding the trust reposed in your leadership.”
“Governing a state is not a casual exercise but a profound responsibility. It requires integrity, transparency, and unwavering commitment to the well-being of the citizens. The current path being pursued through this MoU raises concerns that cannot be overlooked,” he added further.
