Illegal transportation of coals flourishing as CM excused for lack of manpower to check them
SHILLONG: Altogether 59 trucks were detained for illegally transportation of coals from February this year to April 11, this year even though Chief Minister Conrad K Sangma asserted the Government will not allow any illegal activities of coal mining in the State.
Asked on illegal coal mining, Sangma said his government is clear that it will not allow such illegal activity to take place in the state especially after the mining tragedy at Ksan.
“We have immediately put up committees in every district to do field visits and continuously monitor such activities,” he said while informing that cases have been registered and many people have been picked up.
Stating that various laws have been implemented to punish people who are indulging in illegal mining, Sangma said, “We are looking at the aspect of making these laws stronger to deter people from engaging in such illegal activities.”
“It is tough and it is not easy, the administration does have limitation in terms of manpower and it is working very hard and we are ensuring when we found such cases aggressive movement and action are taken against these people,” he added.
The Independent Committee constituted by the National Green Tribunal (NGT) has expressed dissatisfaction due to the state government’s failure to take action against illegal transporation and mining of coal in the state.
“They have not been able to curb the (illegal) coal transportation and have not been able to identify or take legal action against the owners of the trucks involved in transporting illegal coal,” Justice (Retd) BP Katakey, who is heading the Committee, had said. Katakey in his first report submitted to the NGT had categorically listed that coal mining is going on in the state of Meghalaya despite the ban imposed by the green tribunal.
On Apr. 11 around 4.20 pm, police detected three trucks (ML-10B-6678, ML-10A-9614 & ML-10B-7284) hiding away from National Highway at Mawrusyiar (WKH).
On Apr. 8 morning one coal laden truck (AS-01AC-6691) capsized on the road at Shangbangla near NRL petrol pump (RB), while another coal laden truck (AS-11AC-5228) jumped over the road divider and capsized on the other side of the road at Shangbangla near View Point (RB).
On Mar. 31 around 1 pm, one truck (AS-11KC-2194) was detected near Cement Bazar (EJH) transporting coal in violation of NGT order.
On Mar. 28, Police detected / seized two coal laden trucks (1) ML-05J-0873 and (2) ML-06-8657 at Nongpathar in Pyndengrei village, WKHD
On Mar. 28 around 9.50 pm, four trucks, (1) ML-04B-0571, (2) ML-05E-3419, (3) ML-04B-3613 and (4) AS-01JC-7432 were detected while transporting coal in violation of NGT order at Dkhiah and Moowakhu areas (EJH).
On Mar. 28, five trucks, (1) AS-11BC-9107, (2) ML-11-5322, (3) ML-05Q-7682, (4) AS-01GC-1550 and (5) AS-01JC-8078 detected while transporting coal in violation of NGT order at Dkhiah and Moowakhu areas (EJH).
On Mar. 22 circa 5.15 pm, Police detected / seized four trucks viz., (1) AS-01L-4287 driven by Ashraf Ali, (2) AS-01DD-8892 driven by Rahmat Ali, (3) AS-01AC-6892 driven by Jintu Roy and (4) AS-01KC-5253 driven by Mahamad Ali while transporting coal at Rongjeng (EGH).
On Mar. 20 circa 3 am, Police detected and seized four coal laden trucks (1) AS-01J-0964, (2) ML-07B-1226, (3) AS-25BC-0921, (4) AS-01D-8069 and one Bolero Camper (AS-18C-8662) which was escorting the above trucks at Me’millam area (NGH).
On Mar. 18 around 8.30 pm, Police detected one coal laden truck (ML-04B-0966) while transporting coal in violation of NGT order at Mookyndur (WJH).
On Mar. 15 around 11.25 pm, Police detected one truck (NL-01-AB-6747) driven by Joynal Miah transporting coal in violation of NGT order at Malki Point, Shillong.
Police lodged a Suo-Moto complaint that on Mar. 3 at about 3.48 pm, one Shri James Dkhar informed that one truck went off road and capsized at 3-Kilo, Sutnga road (EJH) and as a result, that some persons have died on the spot.
On Mar. 1 around 5 pm, Police detected and seized three abandoned coal laden trucks (AS-18C-1441, ML-07B-1143 & ML-09A-5436) at Dangkong village (NGH).
On 28 February, two Coal Exporters, viz., (1) Dharamveer Singh and (2) Bhalwan Soni, stationed at Gasuapara (SGH) illegally transported thirteen coal laden trucks (1) AS-01FC-1105, (2) AS-01HC-6709, (3) AS-01FC-0485, (4) AS-01FC-1165, (5) AS-01JC-3685, (6) AS-01JC-3676, (7) AS-01JC-3721, (8) AS-01HC-6718, (9) AS-01EC-0415, (10) AS-01EC-5105, (11) AS-01FC-2005, (12) AS-01FC-1135 and (13) AS-01GC-6906 from Jadigittim Rongsa Awe and Siju areas (SGH), in violation of NGT order.
On 26 February, – Police detected two pick-up trucks (1) ML-08C-1266 driven by Nur Alam and (2) ML-13-7706 driven by Ritun Haque.
On Feb. 25 around 8.15 pm, Police detected and seized one truck (AS-01-FC-2526) while illegally transporting coal at Kherapara (WGH).
On Feb. 22 around 2.15 pm, police detected one truck (AS-01DD-5979) while loading coal at Moodymmai area (WJH), with an intention to transport the same in violation of NGT order.
On Feb. 18 around 9.30 pm, police detected one abandoned truck (AS-01-DC-8434) loaded with coal at Nangtraw Shillong By-pass Road, Ri Bhoi. Police removed to truck to Umroi PIC, Ri Bhoi for safe custody.
On Feb. 18, Police detected and seized one abandoned coal laden truck (AS-01C-3033) from Dagal Chiram village (EGH).
On Feb. 16 at about 2 am, Police detected one truck (ML-04B-4570) driven by John Suchiang at Shangbangla check-gate (RB), which was transporting coal without challan.
On February 08 -Police detected one truck (ML-06-8756) Pyndengrei, Nongstoin (WKH) driven by Andreas Thyrniang (39 yrs), while illegally transporting coal.
On Feb. 6 around 8.30 am, Byrnihat Police detected one dumper truck (ML-04C-5666) loaded with coal at Ronghona Byrnihat (RB).
On the night of Feb. 6, Police detected one coal laden truck (without number plate) at Phra Mer (WJH). However, the driver managed to escape
06 February 2019 Police detected six trucks, (1) AS-25DC-6907, (2) AS-25DC-6914, (3) AS-25DC-6910, (4) AS-01-8852 & two trucks with A/F number plates) driven by (1) Md. Islam Uddin (26 yrs), (2) Md. Aftar Hussain (20 yrs), (3) Md. Ariful Hoque (33 yrs), (4) Md. Abul Bakkar Sidik (23 yrs), (5) Md. Aminul Islam (24 yrs) and (6) Sajith R Marak (25 yrs), respectively, while illegally transporting coal at Thapa Darengchi (NGH).
On Feb. 5, Police detected one Tata Ace pick-up (without number plate) driven by one Umesh Rabha 34 yrs), while illegally transporting coal at Kentra village (NGH). Police apprehended the accused and seized the vehicle.
