JHADC CEM Thombor Shiwat allots portfolios, retains key departments

Chief Executive Member of the Jaintia Hills Autonomous District Council, Thombor Shiwat, has officially allocated portfolios to the Executive Members of the newly constituted Executive Committee led by the National People’s Party in alliance with the United Democratic Party.
The notification, issued under Rule 31(1) and (2) of the Assam and Meghalaya Autonomous District (Constitution of District Councils) Rules, 1951, outlines the distribution of responsibilities among the Executive Members. It also states that the Deputy Chief Executive Member and Executive Members must consult the Chief Executive Member for approval on all major policy decisions and important matters related to their respective portfolios. Additionally, the Chief Executive Member retains the authority to review any files or documents related to subjects handled by the Executive Members.
Thombor Shiwat, Chief Executive Member, has kept key portfolios under his direct supervision while allocating specific responsibilities to the Executive Members. His portfolios include General Administration, Planning, Establishment, Appointment, Posting and Transfer, Administration of District Council Fund, Revenue Receipt, Finance, Budget, Pension, Gratuitous Relief Fund, Investment, Relief and Rehabilitation, Investigation, Share of Royalty on Minor and Major Minerals, Permission and No Objection Certificate for setting up industries, Legislation of Acts, Regulation and Rules, Land Revenue, Land Reform, Cadastral Survey, Land Holding Certificate and No Objection Certificate, Land Valuation, Non-Encumbrance Certificate, Land Acquisition and Compensation, Land Settlement, Mutation and Relinquishment of Pattas, Land Lease, Buniaj Land, Puja Land, Service Land, Community Land, Religious Land and Land Rent for areas under Elaka of Nartiang, and all other subjects not allotted to any other Executive Member.
Lasky Rymbai, Deputy Chief Executive Member, from the United Democratic Party, has been given charge of Art and Culture, Village and Town Administration, Civil Works, Central Special Assistance Grant, Finance Commission Schemes, State Annual Plan for Financing Own Plan Schemes, Building Schemes under Council Own Fund, Website and Computer Cell, Legal Matters, and land-related responsibilities for the Elaka of Jowai.
Hambertus Nongtdu, Executive Member, has been given charge of Forest Administration, Grant-in-Aid for Plantation, Registration of Village and Sacred Grove, Encroachment and Illegal Felling of Jaintia Hills Autonomous District Council Protected Forest, Mining Lease and Regulation of Mineral Extraction, Weighbridges, Working Schemes, Codification of Customary Law, and land-related responsibilities for the Elaka of Nongkhlieh.
Bisonroy Iano, Executive Member, has been given charge of Fisheries, Agriculture and Soil Conservation, and land-related responsibilities for the Elakas of Raliang and Shangpung.
Jesse Suiam, Executive Member, has been given charge of Trading by Non-Tribals, Enforcement Machineries, Non-Tribal Employees’ Service Licences, Taxes on Profession, Trade, Employment, Entry Tax on Vehicles, Share of Motor Vehicle Taxes, and land-related responsibilities for the Elaka of Maskut.
Pheinchwa Nanglein, Executive Member, has been given charge of Grant of Licences for Marriage and Vehicle Registration, and land-related responsibilities for the Elakas of Nongingi and Nongbah.
Het Pohthmi, Executive Member, has been given charge of Stationery and Printing, Social Reforms, Coal Extraction and Transportation, Government Housing Policy, and land-related responsibilities for the Elakas of Narpuh and Darrang.
Seiborlang Shadap, Executive Member, has been given charge of Administration of the Market Department and land-related responsibilities for the Elaka of Sutnga.
Medling M. Swer, Executive Member, from the United Democratic Party, has been given charge of Administration of Statistics and Information Department, Town Committee Affairs, and land-related responsibilities for the Elakas of Nongtalang, Saipung, Sumer Sirdarship, and Amwi.
Aiborlang Shadap, Executive Member, has been given charge of Political Matters, Political Cases, Election and Appointment of Dolloi/Sirdar and Waheh Shnong, Inter-Elaka Boundary Demarcation, and land-related responsibilities for the Elakas of Shilliang Myntang and Mynso.
Violet Lyngdoh, Executive Member, has been given charge of Administration of Education and Judicial Department, and land-related responsibilities for the Elaka of Rymbai.
