JHADC’s Deficit Budget approved amidst no cut motions from Opposition MDCs
The Budget session of Jaintia Hills Autonomous District Council (JHADC) on Friday approved an estimated expenditure of Rs. 205,19,52,500 (Rupees Two Hundred Five Crore Nineteen Lakh Fifty-Two Thousand Five Hundred) against the estimated receipt of the Council for the year 2023-24 is Rs. 174,59,38,400/- (Rupees One Hundred Seventy-Four Crore Fifty-Nine Lakh Thirty-Eight Thousand Four Hundred) resulting in deficit budget of Rs. 30,60,14,100/- (Rupees Thirty Crore Sixty Lakh Fourteen Thousand One Hundred).
The deficit budget was placed in the floor of the House by JHADC Chief Executive Member Thombor Shiwat on the opening day of the budget session and it consented on Friday amidst no cut motion.
Earlier in the General discussion of the budget, NPP Mukroh-Barato MDC Aiborlang Shadap expressed concern over the deficit budget of Rs. 30.60 crores and informed the House that the public are of the conception that sooner or latter the JHADC will come to an end as their expenditure are more than their income and the Council is financially crippled.
According to the budgetary allocations, the largest share of the allocations went to Civil Works Department- Rs. 56, 72, 95, 000, Finance & Account Department- 28, 77, 08, 700, Education Department-Rs 23, 85, 02, 900, Forest Department- Rs 22, 07, 83, 300, Market Department- Rs. 17, 20, 68, 200, General Administration- Rs. 12, 33, 92, 800 and Land Revenue & Land Reforms Department – Rs. 10, 73, 19,000.
The departments with budgetary allocation of below Rs. 10 crores are Legislative Department, 7, 94, 26, 800, Judicial Department- Rs. 3, 01, 62, 700, Land Records & Land Settlement Department- Rs 6, 50, 72, 200, Taxation Department- Rs. 4, 49, 22, 600, Political Department- Rs. 4, 35, 61, 800, Arts & Culture Department- Rs. 2, 31, 94, 300, Stationery & Printing Department- Rs. 1, 41, 74, 500, Statistics & Information Department- Rs. 1, 26, 12, 100, Planning Department- Rs.1, 19, 63, 600 and Village and Town Administration Department – Rs. 97, 92, 000,
