JSM asked Home Minister to revive ASI of Police post & upgrade Ummulong OP Lad Rymbai OP to Police Station
Voicing for the voiceless head constables and constables serving in the Meghalaya Police, the Jaintia Students Movements (JSM) Central Body called for reviving the post of Assistant Sub Inspector as to ensure promotional justice, efficient and effective maintenance of law and order and ensuring crime free Meghalaya.
The JSM pleaded for the head constables of Meghalaya Police in a memorandum submitted to Home Minister Lakmen Rymbui at Tpeppale Community Hall, Jowai on Saturday.
The organization said it has been observed that in most Outpost or Beat House of the Meghalaya Police there is posting of only one Sub Inspector or at utmost two Sub Inspectors where he or she has vast area of jurisdiction to cover in order to ensure maintenance of law and order and attending to usual police works as to ensure a crime free Meghalaya
Presently, the Outpost or Beat House of Meghalaya Police is manned by one Sub Inspector or two Sub Inspector with one head constable and some constables. It becomes humanly impossible for the Sub Inspector to do justice to his or her works as he or she has to attend to call of duty and file works and attending trials.
Unlike other States Police department, the Meghalaya Police Department is perhaps the only police department in India which does not have the post of Assistant Sub Inspector (UB) as it was abolished by the Meghalaya Government around fifteen years ago.
The Outpost or the Beat House of Meghalaya Police will be run properly and be able to serve the people of the State in better way if the Sub Inspector is assisted by an Assistant Sub Inspector (UB) like in other States.
The memorandum pointed “many of our sisters and brothers working in the Meghalaya Police Department have to retired only in the rank of Head Constables as they cannot get promotion to the rank of Sub Inspector as due to the absence of post of Assistant Sub Inspector (UB) thereby depriving them of financial benefits and social status.”
The report of I.T.Longkumer, IPS ( Retired) Chairman Committee on Police Reforms which stated as below:
“The Government of Meghalaya has abolished the posts of Assistant Sub-Inspectors of Police. Induction of more Sis is expected to give the State Police more manpower in carrying out as far as normal policing is concerned. We acknowledge the fact that abolish of post of ASI has taken away one promotional avenue for the Constabulary.”
Meanwhile, the memorandum read that the JSM leaders observed that the areas of jurisdiction and the quantum of works carried out by Phramer Traffic Cell, Raliang OP and Ummulong Beat House under West Jaintia Hills District and Rymbai OP and Umkiang Police Picket under East Jaintia Hills District are vast and numerous but with limited number of officers and staff.
The police set up have to perform all sorts of police works from maintaining of law and order, investigation of cases, attending trials as well manning of traffic and accident cases amongst others.
The JSM demanded the up-gradation of Phramer Traffic Cell to Phramer Outpost, Raliang OP, Rymbai OP and Ummulong Beat House to Raliang PS, Rymbai PS and Ummulong PS besides Umkiang Police Picket to Umkiang Outpost.
