KHADC all set to hike salaries of MDCs

SHILLONG: The United Democratic Alliance (UDA)-led executive committee of the Khasi Hills Autonomous District Council (KHADC) today introduced three salaries and allowances amendment Bills which seeks to hike the salaries of the chief executive member, chairman, leader of opposition and members of the Council. 

The Bills were presented by the Council’s deputy chief executive member in charge Finance Pyniaid Sing Syiem during the first day of the three-day summer session which went underway here on Tuesday. 

These include the KHADC Chairman’s and Deputy Chairman’s and members of the Executive Committee (Salaries and Allowances) (Eleventh Amendment) Bill, 2019, The KHADC (Leader of Opposition) (Salaries and Allowances) (Third Amendment) Bill, 2019 and The KHADC Members’ (Salaries and Allowances) (Ninth Amendment) Bill, 2019. 

The chief executive member will now be entitled to taking home a gross salary of Rs 1.06 lakh per month from Rs 39,900. His house rent allowances was also enhanced from Rs 5,000 to Rs 20,000.

The salaries of the deputy chief executive member, chairman and leader of opposition have been raised to Rs 1.03 lakh from Rs 38,570 while their house rent allowances was increased to Rs 19,000 from Rs 4,500. 

Executive members along with the deputy chairman, who were earlier drawing a monthly salary of Rs 37,240, would now get a hike up to Rs 99, 800. Their house rent allowances was also raised to Rs 17,000 from Rs 3,500. 

The salary of the members of district council is now fixed at Rs 89,100 from Rs 33,200 and their travelling allowances have been hiked from Rs 5,000 to Rs 20,000. 

According to Syiem, the monthly salary expenditure for MDCs will now increase to Rs 34.07 lakh from 11.93 lakh. “We would require over Rs 4.8 crore to meet the salary expenditure for the MDCs annually,” he told reporters after the session. 

Asked, the deputy chief executive member said that revised pay will be effective from April 1, this year. 

He further informed that the district council will utilize the revenue collected from major and minor minerals, royalty from forest produce, trading license and others as he assured that this will in no way affect the funds meant for developmental activities under the Council’s jurisdiction. 

The Bills will be passed during the last day of the session on July 25. 

Meanwhile, the KHADC has also introduced The KHAD (Appointment of Judicial Officers/Magistrate and Services) Rules, 2019.
