  • KHNAM demands KHADC to implement fair recruitment procedure

    SHILLONG: The Khun Hynniewtrep National Awakening Movement (KHNAM) has demanded the Khasi Hills Autonomous District Council (KHADC) to implement a fair recruitment procedure for employment to various posts in the Council. 

    In a memorandum submitted to the KHADC deputy CEM Pyniaid Sing Syiem, KHNAM state youth wing president Thomas Passah said it has been observed that the KHADC do not have a proper and fair recruitment policy in place, therefore it is seen that appointment to various post at the council is being done based on favouritism and nepotism which can be termed as illegal and seen as a clear violation of the first fundamental right covered under “Right to Equality” under article 14 to 18 of the constitution vis-à-vis affect the administrative efficiency of the council.

    According to him, all these years various party came into power in the KHADC, however none have addressed this sensitive issue in a proper and right way. 

    Stating that right to Equality is the first fundamental right assured to the people, he said Article 16 of the Constitution guarantees equality of opportunity in matters of public employment adding therefore, it can be clearly stated that the Council have all these years violated the provision of the Constitution, which can be challenge in the court of law. 

    “Unemployment has paved way to anti-social elements in the society, youth who are well qualified are forced to remain unemployed whereas, politically affiliated individuals get a better hand of others, which has also polluted the Political system in the State,” he said. 

    Passah further stated it is surprising to know those employees employed in KHADC for many years (some ranging from 10 to 20 years of service) still employed on a temporary basic. 

    “We believe “the efficiency of a department largely depends on the efficient manpower that runs the department” therefore we strongly request that proper procedures for employment be adopted by the KHADC as soon as possible,” he said.

    Pointing out there are individuals employed with the KHADC for many long years as temporary employee, he said we strongly suggest that such post be materialized based on the years of service. 

    While incorporating wages of employee, he also suggested that the current rate as notified by the Labour Department be kept in mind and guidelines of the “Daily Wages act 1948” be incorporated in letter and spirit.
