MBoSE cannot conduct improvement examination for in-service untrained teachers this year

SHILLONG: The Meghalaya Board of School Education (MBOSE) Tura is not in position to conduct the Improvement Examination in Class 12 (HSSLC) for in-service untrained teachers teaching at elementary level during the session 2019-20.

In response to the long pending demand made by the Meghalaya SSA School Association, Central Body (MSSASA) to conduct the improvement Exams in class 12 (HSSLC) for in-service untrained teachers in the State, Smt M.H.K. Marak Executive Chairman of the Meghalaya Board of School Education (MBOSE) Tura in a letter sent to the Under Secretary to the Govt of Meghalaya Education Department which a copy forwarded to the Association on September 9, 2019 stated ” because the preparatory work for the SSLC and HSSLC Examination, 2020 is already going on and since it is requires to completed timely, MBOSE in not in position to conduct the Improvement Examination in Class 12 (HSSLC) for in-service untrained during the session 2019-20″, Ralbingland L. Nonglait General Secretary MSSASA, Central Body inform.

However, the MBOSE Executive Chairman also stated ” keeping in mind the interest of the teachers and under the direction of the State Government the Board can conduct the Improvement Exam in the next session”

While expressing his concern on the issue, Ralbingland L. Nonglait says, the Meghalaya SSA School Association, Central Body since 2017 keep on demanding from the state government and MBOSE to give last chance for in-service untrained teachers teaching at elementary level to appear the improvement exams in class 12 (HSSLC) to acquire 50% for general category and 45% for SC/ST category to fulfill the minimum qualification as mandated under RTE Act, 2009. This move of the Association came after the Amendment to the Section 23(2) of the RTE Act to extend the period to 31st March, 2019 for all in-service untrained teachers teaching at elementary level in the country to acquire professional training has been passed by the Parliament in 2017 .

Further, Anita Karwal Additional Secretary MHRD, DSE&L, Govt of India in a letter sent to all States and UTs on August 3, 2017 stated “Any teachers in the Govt/Govt-Aided/unaided-Private Schools, who does not have the minimum qualification mandated under RTE Act 2009, would not be allowed to continue in-service beyond 1st April, 2019 and procedure for dismissal shall be initiated against such teachers”.

For discussion on the agenda and to take a final decision to this letter of MBOSE, the Association will organize a general meeting of all in-service untrained Elementary Teachers who still need to do improvement exams in class 12 (HSSLC) and had applied for Online D.El.Ed programme conducted by NIOS in September last week.
