Meghalaya By Polls: District Magistrate banned victory processions
East Khasi Hills District Magistrate Isawanda Laloo on Monday has banned victory procession ahead of counting of votes for the Bye-Election on November 2 in order to maintain public peace, order and tranquility during the counting day.
The three assembly constituencies that went to poll in the state on Saturday are namely Mawphlang, Mawryngkneng and Rajabala.
The Election Commission of India has issued specific instructions for conduct of Election during the COVID-19 period. The Election Commission of India on November 1, 2021 said no victory procession after the counting shall be permissible. Not more than two persons shall be allowed to accompany the winning candidate or his/her authorized representative to receive the certificate of election from the Returning Officer concerned.
Laloo, in her prohibitory order stated that Procession and Sloganeering of any kind shall not be allowed within the premises of the counting centre till completion of counting of votes and declaration of results.
Use of P.A. System/loudspeakers and celebration by any political party or candidates shall not be allowed within the premises of the counting venue.
Carrying of sticks either with or without flags, lathis, firearms, processions or big gatherings within a radius of one kilometre from the counting centre is also prohibited
Bursting and throwing crackers on the roads and at public places is strictly prohibited on the day of counting.
There shall be no mass gathering or victory rally.
COVID-19 protocols of mask-wearing and social distancing is to be strictly maintained at all times.
In the premises of the Counting Hall, only persons with valid ID cards/Car Pass issued by the District Election Officer, East Khasi Hills District, shall be allowed to enter the premises.
All SOPs/Guidelines regarding COVID-19 issued by the Government in Health and Family Welfare Department from time to time shall have to be followed by all in letter and spirit. Mobile Phone and Cameras shall not be allowed to carry inside the counting hall.
The order comes into force with immediate effect and remain in force until further orders.
