Meghalaya cabinet okays scheme to fund Rs 2 lakh to DTFs for MRSSA implementation

The Cabinet on Friday approved a scheme, which seeks to provide Rs 2 lakh financial assistance to the district task forces (DTFs) for the purpose of implementation of the Meghalaya Residents Safety and Security Act (MRSSA), 2016 in the state.

Addressing media persons after the meeting, Minister in-charge Law Ampareen Lyngdoh said the government is required to institute this scheme for the operationalisation of the MRSSA.

“This scheme entails the provision under finance for DCs to avail budgetary allocations so that work and monitoring of the MRSSA begin at the earliest. So that was done and it was decided that we will be providing a fund of a minimum of Rs 2 lakh per district. In the district, there would be a requirement for a bigger budget because of bigger numbers of authorities like the dorbars, who are in anyways entailed to help with the monitoring of visitors,” she added.

Secretary in-charge law and parliamentary affairs Cyril Diengdoh said the DTFs are mandated to cause verification of tenants as per the provisions of the MRSSA.

“Under this provision, you require fundings for laptops, computers, and internet facilities. DTF has non official members also, who will have to be given sitting fees, TA/DA and other such requirements. Many headmen in fact have been asking for laptops and computers so that they can enter the database of landlords and tenants in their locality,” he stated.

According to him, many localities in Shillong city have started on a pilot basis to start implementing the MRSSA by entering the details of landlords and tenants in their own jurisdictions.

“However, they are facing difficulties because it is an online database. Why online because it has to be accessed by the police and by the DTFs that’s why this online database is created on a portal. So to make it more active and to ensure that this act is implemented in the right spirit as mandated by the act, the government has come up with a scheme where Rs 2 lakh per DTF will be given and those district which require more will get more, they can spend for laptops, computers, sitting fees of non-official members etc for the purpose of implementation of MRSSA,” Diengdoh added.
