Registration of tenants compulsory under MRSSA in Shillong city
After eight years of its enactment, the Meghalaya Residents Safety and Security Act (MRSSA), 2016 will finally be implemented initially in sixteen localities of Shillong the capital city of Meghalaya.
This was informed in a press release issued on Thursday by East Khasi Hills District Deputy Commissioner RM Kurbah.
According to the press release, the Act will be implemented in the first and second phase where 16 (sixteen) localities were selected, Nongrim Hills, Pohkseh, Nongrah, Nongmensong, Lapalang, Riat Laban, Wahdienglieng, Lawsohtun, Umpling, Mawpat, Riat Laban Kynjat Phutbol, Madan Laban, Malki, Lower Lumparing, Upper Lumparing and Mission compound.
The Deputy Commissioner said that as per Section 9 of the Act, the landlord who rents out his or her house or rental unit shall furnish the documents, related to the tenants, to the Police Station and to the Local Authority. The database of tenants maintained by the local Police Station and the Local Authority shall be submitted to the District Task Force once in every quarter. The District Task Force, after due verification and observations, shall submit the same to the Government once in every quarter.
Kurbah informed that to streamline the registration process mandated by the MRSS Act, and to ensure that there is a database of tenants; the Government launched an online portal on 8th September, 2022, accessible at https://megrssa.nic.in.
She further said the stake holders who can use the web portal are tenants, Landlords, Sub Localities (Rangbah Dong), Localities (Rangbah Shnong), Police Stations and District Task Force.
The online portal was created to facilitate the maintenance of data base that can be accessed by the various authorities as per the mandate of the Act.
The registration of the tenants, landlord and village authorities is being piloted in a phase-wise manner.
Kurbah instructed that all landlords/tenants and village authorities who are residing in the above 16 localities are to mandatorily register themselves in the web portal: megrssa.nic.in which is accessible from PCs, Laptops, Tablets and smart phones. Landlords and tenants can also register through a mobile app which can be downloaded from the aforementioned website.
She further said the landlords and tenants can also register through the Common Service Centres (CSCs) which are operating in their respective localities.
The Deputy Commissioner informed that an existing tenant or a person entering the State for the first time shall submit a self declaration typed in rupees ten non- judicial stamp papers in Form A, with two references of respectable persons as specified in Section 9 (1)(a) of the Act besides identity Proof like Electoral Photo Identity Card or Ration Card or Passport or Driving License or Student’s Photo Identity Card and a certificate from the concerned educational institution where he or she is studying.
The press release informed that a recent passport size photograph of himself and each individual family member residing with him and a recent passport size photograph of each domestic help or other workers residing with him;
The Deputy Commissioner informed that tenant residing in the State who intends to rent a house or unit in another place or in the State shall furnish a residential certificate from the Local Authority of the place of his earlier residence. A self declaration typed in rupees ten non- judicial stamp paper in Form A, with two references of respectable persons with proof of identity like Electoral Photo Identity Card or Ration Card or Passport or Driving License or Student’s Photo Identity Card and a certificate from the concerned educational institution where he or she is studying.
