Shillong Municipal Board to conduct enumeration of Manual Scavengers

The Shillong Municipal Board (SMB) will conduct the enumeration of all Manual Scavengers from September 5 to 7, next between 11 am to 3 pm in the office of SMB, Bishop Cotton Road, Shillong.

This was informed by the Chief Executive Officer, SMB in pursuance of the provision of the employment of Manual scavenger act 2013.

The SMB appealed to all persons who are being employed as Manual Scavenger to come forward declare themselves and have the details enumerated and verified on the above dates, venue, and time.

According to the SMB, the definition of a Manual scavenger is “a person engaged or employed, at the commencement of this Act or at any time thereafter, by an individual or a local authority or an agency or a contractor, for manually cleaning, carrying, disposing of, or otherwise handling in any manner, human excreta in an insanitary latrine or in an open drain or pit into which the human excreta from the insanitary latrines is disposed of, or on a railway track or in such other spaces or premises, as the Central Government or a State Government may notify, before the excreta fully decomposes in such manner as may be prescribed”.
